What Bloomington requires, and what it doesn't
No general city business license.
Bloomington only licenses certain business types, such as food establishments, liquor, massage, tobacco, tanning, body art, and rental properties. If your business is on that list, you apply to the City Clerk's office once your entity is formed.
Running it from home.
A smaller home business needs no zoning permit. The limits are one non-resident employee, six customer visits a day, no outside signs, and no more than 25% of the home used for the business. A larger home business needs a Conditional Use Permit, which takes about 6 to 8 weeks. The City Planning Division can answer questions at 952-563-8920.
Local support.
The City of Bloomington is developing a Small Business Center at 2050 East 86th Street, with a focus on BIPOC- and women-owned businesses, youth, and artists.
Same flat price as anywhere in Minnesota
$155 state filing fee plus a $245 service fee, $400 total. The fee covers the entity filing, EIN, Minnesota Business Tax ID, and D-U-N-S setup.
